How Do You Get a Licence in Malta?

The application process is divided into several stages:

1.  Fit and Proper Check
In the initial stage, the MGA reviews all information related to the applicant’s financial standing and management structure. 2.  Business Planning Check

4.  System Review
Once the first three stages are completed, and the application is deemed satisfactory, the applicant is invited to implement their operation in a technical environment. A qualified system auditor, pre-approved by the MGA and selected by the operator, conducts a system audit. This audit ensures that the casino operates in line with the business plan outlined in the application. If discrepancies are found, the operator must re-submit the application. Once all processes are certified, the applicant is granted a 10-year licence.

5.  Compliance Review
Within 90 days of going live, the operator must arrange for a compliance auditor, recognised by the MGA, to review the operation and confirm ongoing adherence to all relevant regulations.

Applicants must cover various administrative fees when applying for or renewing a Malta Gaming Authority (MGA) licence. Licensing fees are charged annually and are subject to change over time. As of now, the fees for the initial year are as follows:

Gaming Service Licence (B2C)
